# The EU in a New World Order

Through the great attractors of enlargement, high standards of living, human rights, democracy, and the rule of law, Europe has built a model that others seek to join, emulate, or undermine precisely because it works. While Russia, China, and an increasingly transactional United States pursue their interests as a value in themselves, Europe should recognise that its values are its interests and act accordingly.

## 9 Challenges
Moving beyond the post-World War II bipolar world order, we are faced today with a more complex, multipolar and layered reality: a world of multiple modernities, where the Western model led by US hegemony is only one possible offer among several. The international architecture built after 1945, based on shared rules, international law, and multilateral institutions, is under unprecedented strain. What we are witnessing is not a temporary disruption but a structural crisis, accelerated by recent destabilisations and escalating contradictions driven among others by shifts in US foreign policy, the rise of China, the return of Russian expansionism, and the growing weight of the Global South. Two major shifts have reshaped the world since the end of the Cold War: the rise of China as a global power, and, far less expected and most recent, **a deep and possibly irreversible break in Europe's relationship with the United States**.
